The Homeless Legal Assistance Program (HLAP) is a program to serve people in the Tulsa area. It was created by a special grant given to Legal Aid from the Department of Housing and Urban Development. The goals of the HLAP are to help people:

access other programs to help them obtain regular income.

get legal assistance for issues involving fair housing, employment, health care and other public benefits.

obtain and keep permanent housing.

increase skills and/or income to achieve greater self determination.
The program employs three dedicated attorneys to assist people in homeless situations with a civil legal problems. Program staff visit area homeless shelters and transitional housing programs to provide information about HLAP and to take applications for assistance.
